Reduce search results to high-quality matches

Currently the search seems to always return 20 results regardless of how many actual matches there are for a search. While fuzzy search and context search is good and important, clutter can make it hard to know where to click.

Additionally, if there really is no suitable article I think users should be told as such instead of being suggested other content which will end up not helping them.
